Principles and values

1. The Xarxa Audiovisual Local (Local Audio-visual Network, or XAL) as a public body has the mission and the commitment to backing public audio-visual community media and continues to strive to identify the different realities of the audio-visual sector in the regions in order to explore all the possibilities for cooperation with the different groups involved.

2. For this reason, the XAL acts as a structure for consensus, coordination and cooperation of the production capacities of the audio-visual media to benefit the sector itself in order to safeguard its viability and distinctive character in the regions. The XAL works with the associated bodies without any hierarchical relationship existing, sharing goals and strategies to make the most of the resources available for the sake of better content and services. This has a multiplier effect on resources and the XAL becomes the agent to ensure that quality services are on offer throughout the regions.

The XAL therefore represents a multi-directional platform for content and services, fostering production between and for the media themselves, who can in this way add to the content and services they can offer through a strategy to extract the maximum leverage from existing resources, within parameters of the public interest, maximum quality and affordable costs.

3. The XAL, through the XTVL, works basically through networking, pooling its resources together with the contributions of the associated bodies and taking strategic decisions on the basis of consensus. Networking encourages shared responsibility, reciprocity and mutual recognition among the associated bodies.

4. The XAL adheres to the principles of professionalism, impartiality and openness in its actions in order to generate trust, cooperation and satisfaction in the sector, avoiding arbitrariness and making the services it offers modular, flexible and scalable, so that they can be seen as viable and meeting the needs of each associated organisation.

5. The XAL is committed to adapting constantly to meet the sector's needs, conducting regular assessment of its services by means of indicators which enable it to appraise the appropriacy of its actions, in order to guarantee that the resources it controls are managed efficiently and effectively.

6. The XAL guarantees compliance with the specific missions of public service broadcasting laid down in the Catalan audio-visual communication act (22/2005) in all the programme material it distributes.

7. Consequently, the role of the XAL, as a support structure for local media, is crucial as it provides them with a range of content to ensure all members of the public have access to truthful, objective and balanced information, able to meet their democratic, social, educational and cultural needs.

To ensure that the above principles are applied and in order to improve work flows, the XAL has a Local Action strategy with the aim of stimulating the development of local television stations by analysing and assessing their needs.
