What it is
The Xarxa de Televisions Locals (Local Television Network, or XTVL) is a structure for arranging, coordinating and cooperating with audio-visual media, especially community television stations, with the following objectives:
XTVL was set up in 1999 as a joint scheme between the Barcelona provincial authority and the federation for the legalisation of local television stations in Catalonia (which then changed its name to Televisions Locals de Catalunya, or TLC for short), and has worked since then to support Catalan community television with the aim of helping to consolidate the sector and build up its viability.
Since the year 2004 XTVL has been managed by the Xarxa Audiovisual Local (local audiovisual network, or XAL), a public company set up by the Barcelona provincial authority which is also responsible for the XN news content service and the digital newspaper lamalla.cat.
What it offers
One of XTVL's main fields of action is producing and co-producing programmes together with its associated community television stations and/or independent Catalan production companies, as well as distributing these programmes through and among the aforesaid television organisations. The aim is for the provision of this content to help television stations to enrich and fill up their programme schedules.
The range of content offered by XTVL places educational, entertainment, news and/or cultural programmes within reach of television stations, governed by the following criteria: content of local interest, public service programmes and technical and artistic quality. The associated community television stations can make use of two different systems for programmes:
Syndicated programmes for broadcasting at any time: A general range of content resulting from a joint editorial decision, considered to be of public interest, concentrating on educational, entertainment, news and/or cultural programmes, which the television stations can use and broadcast according to their own programme schedule interests.
Syndicated programmes for simultaneous broadcast: A range of news content and programmes resulting from a joint editorial decision, considered to be of public interest, which the stations undertake to guarantee a first simultaneous broadcast. The time slots for these programmes are limited to the following times:
• 14:15 - 14:45, Monday to Friday
• 19:00 – 20:00, Monday to Friday
• 21:30 – 22:00, every day
• 00:00 – 01:00, Monday to Friday
• 14:00 – 16:00, Saturday and Sunday
• 22:00 – 00:30, Saturday and Sunday
These programmes are broadcast by TV L'Hospitalet, TV Badalona, Gavà TV, Canal Terrassa Vallès, Mataró Maresme Digital, Vallès Oriental Televisió, Canal Blau – Maricel TV, Penedès TV, El 9 TV, Televisió de la Conca, Canal Reus TV, TAC12 (Camp de Tarragona), TV Girona, Menorca TV, Lleida TV (only weekend)
Requirements for Offers
As a coordinating structure, XAL co-produces with or commissions production of programmes by the community stations themselves or by private producers who submit proposals of interest to XTVL and/or its associated organisations.
Proposals submitted to XTVL have to meet these requirements:
* be of public interest
* be of high quality
* be affordable
In deciding on offers of programmes, consideration will be given to whether audio-visual productions do the following:
Feature content of general interest. In this respect they will have to meet the requirements laid down by current law for programmes on local television channels:
To be taken into consideration, proposals must be submitted using the registration form and accompanied wherever possible by a pilot episode. The pilot or an audio-visual clip to serve as an example of the work of the production organisation for assessment by the Content Commission should be sent to the XTVL headquarters, addressed to the Programme Department.

Assessment of Offers
XAL is an organisation at the service and at the disposal of local audio-visual media service providers, and it is the television stations associated with XTVL – as those ultimately responsible for its editorial line – who take shared decisions concerning XTVL programmes, through the Content Commission.
The Content Commission of the XTVL local television network is the advisory body responsible for examining and assessing all offers submitted for programmes in order to make up the XTVL programme schedules according to the needs of local television stations. The Content Commission is made up of:
With the aim of improving its range of programmes and increasing its flexibility in making up programme schedules, the Network has designed a process which operates during the year to deal with offers of programmes. The next content meeting will be on march 8, the deadline for receiving projects wil be fabruary 10.
Once a proposal has been accepted, the XTVL Programme Department contacts the production organisation to inform it of the decision and tell it what steps to take next. If the offer is not considered to be of interest, the process ends here and the offer is filed away in a database, with XTVL reserving the right to revive it in the future.
